Although the current project is positioned
as an individual research project it would be hardly possible to
implement all project activities without external support provided by
the following Resource Institutions:

While reviewing research literature on the research topic the Fellow
has used extensive resources of Environmental Collection of CEU library
and services of online library: abstracts and articles databases
available at the CEU.
Moreover, the most valuable CEU contribution to the current research is
assigning affiliated with the Department of Environmental Sciences
and Policy as Fellow's Group Mentor.
- Ecoline Environmental Assessment Center
(Ecoline EA Center) (Moscow, Russia)
an environmental non-profit partnership whose goal is to promote
introducing innovative environmental policy tools into Russian practice
of environmental regulation. Ecoline EA Center has run a number of
non-profit projects at the regional and local level in Russia that
involved various capacity-building activities, and developing and
testing tools for multi-stakeholder co-operation.
The Fellow has worked as a project manager with Ecoline Environmental
Assessment Center since 2002. It is planned to combine regional pilot
project with ongoing pilot projects run by Ecoline EA Center.
For the period of fellowship year Ecoline EA Center will have been
implementing two large international projects on introducing strategic
environmental assessment (SEA) and integrated assessment and planning
(IAP) into regional decision-making process to promote environmentally
and socially sound regional development. Tomsk Oblast and Vologda
Oblast are among target regions for these projects. Ecoline EA Center
is committed providing in-kind support to the given individual research
project if one of these regions is found suitable for implementing a
regional pilot project. This can include involving local experts
working for Ecoline EA Center's project as local resource persons
and/or consultants for the individual research.

The Laboratory team is dedicated to conduct theoretical and applied
research in the field of environmental insurance and promote
establishment of the market of insurance services to cover
environmental risks and damages related to industrial pollution and
inadequate nature resource management. The research activities are
focused on legal and economic aspects of environmental insurance
implementation, role of environmental due diligence in environmental
insurance and methodologies for calculating insurance premiums and
other actuarial calculations.
The Head of the Laboratory, Prof. Gennady Motkin (PhD, DSc in Economy)
is a key advocate for establishing a system of environmental insurance
in the Russian Federation. Dr. Motkin initiated the process
of development a federal law on environmental insurance,
participated a pilot project for promoting voluntary insurance of
pollution risks to address civil liability for environmental damage at
the regional level (1995-1996). He was a invited as an expert for
developing state guidelines on environmental insurance calculations. He
authored and co-authored a number of research publications on
environmental insurance.
Dr. Motkin and his colleagues implemented a project on practical
implementation of ERI principles into environmental regulation in the
Republic of Bashkortostan, Tuymazy District under the support of
Institute of Sustainable Communities (USAID), ROLL project.
The Fellow has closely co-operated with researches with the Laboratory
for Market Instruments in Environmental Management while exploring
current situation with ERI implementation in Russian Federation. They
kindly provided a great deal of relevant publications, assisted in
establishing contacts with potential interviewees for 'national'
component of the current research project, and contributed to designing
of the regional pilot.
