Accommodating the Urban Informal Sector in the Public Policy Process: A Case Study of Street Enterprises in Bandung Metropolitan Region (BMR), Indonesia

The work during the second half of the fellowship year focuses on the finalisation of the project; the completion of final research and policy papers as well as final financial and activities reports. 
1.

July-August 2003: conducting in-depth interviews with street traders and policy makers.  The interviews focused on exploring policy issues relating to the operation of street enterprises in BMR. Seven and nine street traders in district and municipality regions were interviewed to discuss their knowledge about and perceptions toward government initiatives implemented to the UIS. Discussions with policy makers and city administrators; officers of district and municipality offices, members of local parliament (DPRD), and program development officers of BAPPEDAs (District and Municipal Development Planning Boards). Writing a draft research paper. Consultations with my individual mentor, Mr Dedem Ruchlia; discussing the preliminary findings of the research. He suggested to use the term “accommodation” rather than “integration” on the project title.

September 2003: sharing preliminary findings of the research to lecturers and students of the Bandung School of Social Welfare in an internal seminar. Consultations with Minister of Social Affairs and Head of the Centre for Social Training and Development of the Department of Social Affairs, Jakarta in order to inform the project as well as to see opportunities of obtaining supports from the department.

October-November 2003: consultations with head of economic development section of District BAPPEDA. Discussions with personnel of two street traders associations of municipality and district regions. Consultation with Mr Dedem regarding some policy recommendations for the UIS policies.

December 2003: refining draft research paper and writing draft policy recommendations. Analysing existing policy measures and current legislation procedures in BMR and see their common themes, their similarities and differences.

January 2004: consultations via email with WG mentor, Dr Andrew Cartwright. Consultations with Mr Dedem to discuss a workshop. Two days workshop involving different stakeholders were conducted in Bandung in 21 and 22 January 2004. The main aims of the workshop were to disseminate research findings to policy stakeholders and generate policy issues and options with them. In the first day of the workshop, my research project and three papers from BAPPEDAs and IPGI were presented and discussed. In the second day, the workshop mainly focused on identifying alternative policy options on how to integrate street enterprises in BMR. Due to difficulties of finding resource persons, the workshop could not be done as previously planned, between August and September. Consultations via internet with my individual mentor, Tomas Timar.

6.

February 2004: consultations with Mr Dedem regarding the inputs from the workshop. Writing and uploading interim research and policy papers into my webpages. Consultation via email with WG mentor, Dr Andrew.

7.

March 2004: participation in IPF workshop. Meeting and consultation with working group mentor, Dr Andrew. Refining research and policy papers on the basis of comments of Dr Andrew and Mr Dedem. Uploading research and policy papers into my webpages. Finalise financial and activities reports.
