Policy Paper
The policy paper presents the main
findings of research on international assistance to Southeast Europe (SEE) and
on the working of the Stability Pact for Southeastern Europe (SP). The research
has aimed at evaluating international involvement in the
region with a view of developing recommendations on how to avoid repeating past
mistakes, how to improve future involvement, and how to encourage regional
cooperation. The paper presents and evaluates alternative policy options to a
number of identified problems. On the basis of the evaluation of these options,
I develop recommendations on how to deal with the current problems of
international assistance to SEE and the deficiencies of the SP.
