The report discusses the main problems with the
Stability Pact for Southeast Europe and with other mechanisms for international assistance
to Southeast Europe, and
outlines and evaluates different policy options for tackling these
problems. The report also discusses the setbacks to regional cooperation
in the Balkans and proposes possible ways to overcome these setbacks. Specific policy recommendations
are available in the Policy Paper based on this
report.
