Phases Proposed activities Period of implementation
1 Preliminary research - Investigation of existing land law and conducting analysis, including the comparative analysis of land law with previous land legislation;
- collection of general statistical data on agriculture from relevant state agencies and available publication;
- identification of the main issues relating for more detailed examination and research under this proposed research;
- preparation of survey questionnaire for farmer, rural habitants;
- organizing the structure of interview with local officials and NGO, operating in the selected rural area.
July - August
2 Field work in selected rural areas. - Collecting general economic data related to selected rural areas, including data from land state committee of rural area;
- conducting semi-structured face to face interview with local officials and representative of NGO conducting activity in selected rural areas;
- conducting the social economic survey by using survey questionnaires and interviews with farmer, rural habitants;
- determination the people attitude and perception from introducing private land ownership;
- identifying the other changes and tendency in behavior of farmers and officials, structure of land users and economic activities in selected rural areas.
September-October, approximately 6 weeks.
3 Preparing Interim Report - Analysis of collected data in selected rural area during field work;
- preparation of social – economic profile of region on the basis collected from survey, other source of information;
- preparing the interim report with some preliminary results on field work.
October –November 

Preparing Progress Report - Analysis of all collected data, social –economic survey, observed changes;
- preparing the report with necessary conclusion and inference;
 December- January 2005
5 Finalizing Final Report - Writing the final report;
- preparing the policy reforms improvement and suggestion;
- editing the final report
February-March 2005
