Ivan Tosics, one of the principals of the Metropolitan Research Institute, is a sociologist and researcher with more than 20 years of experience in urban sociology, urban development and housing policy issues. Over the last 15 years he has expanded his activity to include international clients both in Hungary and abroad. Tosics carries out scientific research and consultancy in housing policy, urban development and municipal finance. He has worked on several technical assistance projects funded by USAID, Great Britain, The Netherlands and Germany. In recent years he has been a special advisor to the Mayor of Budapest on international matters, with special regard to the European Union.

Dr.  Natalya Lebedeva

Natalya Lebedeva, one of the leading experts of the Institute for Regional Economy Problems (run  under Russian Academy of Sciences), is an economist and researcher with more than 15 years of experience in urban economic developemnt and local self-government issues. Over the last 10 yeasr she  has participated in number of international research and cosultancy projects on local economic developemnt. An experienced facilitator, trainer and publisher of seminar texts on Russian and European good practices in regional development. Professional in consensus-building, participatory planning and the promotion of public-private partnerships. Currently she is principle coordinate of Russian-Canadian project "Municipal Strategic Planning Support".

Dr. Boris Zhikarevitch

A consultant with 17 years post-graduate experience in strategic regional & local economic development in the Russian context with working experience throughout Russia.  He has 10 years experience as researcher with doctoral degree engaged in needs assessment, analysis and design of regional and local development plans in Russian regions and cities and the introduction and adaptation of Western European regional/local development initiatives where appropriate (30 seminars, 40 booklets). Dr. Zhikharevitch was senior expert / facilitator and Deputy Director for Development of Strategic Plan for St. Petersburg, commissioned jointly by the St. Petersburg Government, World Bank, and the USAID. This was the first plan in Russia, prepared on base of active key stakeholders and community participation (1996-1997). Senior consultant for other research and consultancy projects funded by Tacis, World Bank, USAID, Eurasia Foundation etc.
