In 1998 graduated from the St Petersburg State University of Economics and Finance with MA degree in economics (first class honor diploma). Since 1998 worked as a resercher at the International Center for Social and Economic Research "Leontief Center". Participated in over 15 local and international research projects on Public administration reform, Local strategic and development planning, Budget process and Policy elaboration.
