Special formal and informal policies of the WB and EBRD set and institutionalize the
process of civic engagement in Russia. These policies are tasked to make the principles of public participation open and clear, which, in turn, should contribute to wide public awareness, understanding and support of social and economic development and reforms, as well as provide feedback to policy-makers.
The project objective is to analyze civic engagement policies and practices of the WB and EBRD, as well as their counterparts in the Russian federal government, and to formulate recommendations on how these policies and practices could be made better.
