 Project objectives
  • assess the level of development/maturity of the educational policymaking systems in Romania and Poland and analyze to what extent the articulation of a policymaking culture as a result of this maturation process can be detected
  • define what the steps of the policy cycle are followed and what are ignored, and how functional the articulation between different steps is
  • examine to what extent a policy language is created and used on a regular basis and whether the structure and language of basic policy documents prove a mature and sound process of policymaking
  • determine what institutions are involved in educational policymaking and how they are structured and what functions they have
  • define what tools are used by policymakers to ensure the strategic steering and quality policy making (regulation and deregulation mechanisms, financial incentives and disincentives, professional self-regulation, standards and benchmarks, targeted development programs, planning and cooperation networks etc.)
  • provide policy recommendations for Poland and Romania and for the transition contexts, in general
  • write a research paper and 20-page policy study with recommendations for the Ministries of Education and public educational agencies on how to contribute to a sustainable culture of quality policymaking.
