Towards a Culture of Quality Policymaking in Transition Countries. The case of Education

The paper presents an overview on the state of the education sector in 2004 and the first half of 2005 in many countries in the post-communist region.
  Anetta Caplanova, “The reform of the system of higher education in Slovakia - current status and perspectives,” CPS IPF Program 1999-2000. The paper offers to rethink the Slovak system of financing and provision of public goods, including education. The paper provides a theoretical argument for the government intervention into the education sector, and evaluates developments in the system of higher education in Slovakia since 1989. The author finds that the reform of education has been largely limited to modification of the regulative framework, and concludes that a systematic change has been lacking in practice. The paper questions the suitability of increasing financial subsidies to universities, at their current status quo, as it will hardly help improve the overall quality of education, and advocates a further systematic approach to the implementation of reform.
  Dimka Guicheva-Gocheva, “Legislation for higher education in Balkan countries,” CPS IPF Program 2001-2002. The paper overviews the system of higher education in Bulgaria and advocates a reform of legislative regulation in this sphere. Given the problems that haunt Bulgarian system of higher education, such as brain drain and inability to develop academic potential, the current legislative regulation, in particular Law on academic titles and degrees (in force from 1972), is absolutely inadequate. Legislative initiative discussed in the paper suggests transformation of procedural mechanisms of academic promotion so as to bring Bulgarian system of higher education closer to European standards and global trends.
