1. Experience of work
1.1 From 1996 to present - Chief of the Secretariat
of the Verkhovna Rada Health care, Motherhood and Childhood Committee’s.
Main functions: organization of work of a group of state officials and experts
in consulting members of Parliament as to development of national legislative
acts dealing with health care, motherhood and child protection; direct participation
in the development of draft laws on the above issues.
1.2 From October 1990 to December 1995 - Consultant,
Senior consultant, Chief consultant of the Secretariat of the Verkhovna
Rada Health care, Motherhood and Childhood Committee’s. Key functions:
provision of consulting assistance for members of Parliament in preparation
of national legislative acts on health care, motherhood and child protection;
direct participation in the development of draft laws on the above issues.
1.3 From September 1986 to September 1990 - Chief of
the Radiology department of the Central Sanitation and Epidemiology Station
of the Ministry of Health of Ukraine. Main functions: organizational and
methodological management of the Sanitation and Epidemiology service of Ukraine
in the form of control over the compliance with legislative requirements
related to ensuring radiation protection for the population, including protection
against the Chernobyl accident after-effects.
1.4 From September 1984 to September 1986 року - specialist
of the Environmental Hygiene Department of the Central Sanitation and
Epidemiology Station Ministry of Health of Ukraine.
1.5 From January 1982 to April 1984 - senior scientific
worker of the Occupational Hygiene and Disease Department of the Kyiv Bogomolets
Medical Institute. Main functions: participation in scientific work
and study of the harmful effect of occupational factors on the health of
women who are involved in some oil and chemical industries.
2. Education.
2.1 1976-1982 - Kyiv Bogomolets Medical Institute,
sanitation and hygiene department, specialty - hygiene and epidemiology,
qualification - physician-hygienist, epidemiologist.
2.2 1992 - 1997 - National Academy of Internal Affairs
of Ukraine, specialty - law, qualification - lawyer. At present working
on the dissertation for the candidate’s degree dealing with issues of public
health administration.
Has more 20 works published, on environmental hygiene, radiation hygiene,
women’s occupational hygiene (women’s occupational health), organization
of the Public sanitary control in Ukraine, health legislation of Ukraine etc.
In 2001-2002 he was a member of the Program Council of the “Public Health
Initiatives Program” of the International Renaissance Foundation in Ukraine.
He is one of the author of the publication “Strategic directions of the public
health development in Ukraine”, sponsored by the Open Society Institute.
Participated in the development of almost all national legislative acts
on health care approved by VR of Ukraine, in particular: Principles of the
Legislation of Ukraine on Health Protection (19 November 1992, IDHL, Vol.
44, No.2, 1993, p.p.196-197); Law “On Drug”; Law “On the donation
of blood and blood components’’ (23 June 1995, IDHL, Vol.47, No.3, 1996,
p.p.337-341; Law “On ensuring Sanitary and Epidemiological welfare of the
population”; Law “On prevention of AIDS and the social protection of the
population” (12 December 1991, IDHL, Vol. 44, No.2, 1993, p.p.223-228; amendment
3 March 1998) etc.
