1. What, in your opinion, have you and your Fellow/program/project
gained from your cooperation thus far?
During the project implementation for the first time in Ukraine independent
expert Konstantin Krasovsky have analysed process of legislation development
in Ukraine, its strong and weak features. The analysis of this process conducted
by the Fellow provides more detailed and complex approach to decision concerning
this legislation improvement to increase its effectiveness. It is very important
achievements that arguments presented by Konstantin Krasovsky in his research
could be used not only in tobacco control, but also in other areas of health
and social policy, especially in those ones where interests of society contradicts
to the vested interests of some commercial corporations. If the research
recommendations will be perceived and supported by those decision makers
who support the society interests it would have very positive effect for
of further tobacco control policy in Ukraine and probably in public health
policy in general.
2. Do certain areas of this Fellow’s work need improvement?
Which areas?
The research conducted by Konstantin Krasovsky is very helpful for general
understanding of the tobacco control policy and can be interested for those
policy makers, which wish to support comprehensive policies to improve public
health in general. Both parts of the research “Policy analysis of tobacco
advertising in Ukraine” and “Fighting for tobacco control legislation in
Ukraine” are supplement each other. However, to my opinion, it would be very
helpful to broaden scope of each of these papers: policy analysis could cover
not only tobacco advertising, but other areas of tobacco control legislation
and the research paper could also include long history of legislation concerning
tobacco advertising in Ukraine. In such a case these works could be united
in one and will be published as a book.
3. In your opinion, does your Fellow’s project make a significant contribution
to the field?
YES, to my opinion, the project has great national and international importance.
4. Would the project be important to other countries in the CEE/fSU region?
YES, to my opinion the project will have has special importance for the former
USSR and other Eastern European countries because the process of development
and adoption of tobacco control legislation in these countries is very similar
to the process, which took place in Ukraine.
5. Could the proposed policy research make an impact on the policy environment
in specific countries or regions? (Policy makers, experts and policy research
community)
YES, if the policy makers, experts and policy research community in the former
USSR countries will get opprtunity to read the research. For such a purpose
it should be translated into Russian.
6. Is the timetable for the project realistic?
YES
7. Could the project benefit a large number of people?
YES, tobacco use is one of the global public health problems.
8. Does the Fellow show evidence that he/she can think strategically
about the relevant project and/or field?
YES, undoubtedly the Fellow showed his ability to use strategic, based on
multi-sector approach thinking when developing recommendations, directed
to improvement tobacco control policy. His recommendations on tactics of
legislative work support his strategic vision.
9. If the Fellow were to re-apply for continued OSI funding for follow-up
work associated with the project, would you support continued funding?
YES
10. Are there other appropriate funders that may support the project?
I suggest YES, there are should be some organizations, to my opinion, the
World Health Organization and some UN agencies, European Comission and so
on.
Recommendations for other potential senior contacts for this Fellow:
To my opinion, Konstantin Krasovsky has valuable knowledge and experience
and his expertise is very interesting and deserves attention. He could be
invited as an international tobacco control expert to provide assistance
in tobacco control policy development in any countries of the region.
