2005 - 2006: Corruption as a symptom of poor policymaking
The objectives of the project are to develop a set of instruments to objectively measure deviations from the norm of policies as they are implemented (which are considered symptoms of a deeper problem in the policymaking process); illustrate this problem with certain classes of budgetary allocations; organize at least two workshops with stakeholders from the relevant institutions in Romania, such as the Ministry of Finance, Ministry of Transportation, and the Federation of Local Governments; and write a research paper and policy study with recommendations for agencies.
