2002 - 2003: Pakistan's current devolution plan: An evaluation of decentralized governance
The objectives of the project are to study the present devolution plan in Pakistan to identify shortcomings, political and administrative repercussions, and the impact on the Pakistani people at both micro and macro levels; compare similar exercises in other countries; suggest strategies for concerned countries and organizations involved in similar exercises or dealing with governments undergoing such massive restructuring in terms of policy and development; and write a research and policy paper for the National Reconstruction Bureau, Ministries of Finance and Economic Affairs, Planning and Development agency and provincial authorities in Pakistan, as well as international development/financial institutions, research organizations, think tanks and the general public.
