2003 - 2004:
The role of regions in overseeing and coordinating Bulgarian development
The objectives of the project are to define the new role of regions and regional governors in overseeing and coordinating regional development in Bulgaria; analyze regional development issues in light of the country's preparations for EU membership; analyze capacities for improving coordination and cooperation among local, regional and central administrative units on regional development issues; explore the relevant experience of Hungary and Poland as well as relevant EU requirements; devise proposals for necessary changes in the normative legal framework concerning regional development; and write a research and policy paper in the field of building institutions for the working group 21 negotiating regional development issues with the EU, the Ministry of Regional Development in Bulgaria and the local, regional and central governance units.
