Personalized representation as an election reform goal
The objectives of the project are to review in a systematic way current proposals regarding the reform of party list-based proportional representation toward a more personalized system in Romania and Serbia, and compare them with similar proposals in other postcommunist countries (especially Moldova, Poland and Albania) and elsewhere (Italy, South Africa, Ecuador, Indonesia); compare the technical alternatives considered and those absent from the policy debate; update the postcommunist election law and results database (www.essex.ac.uk/elections); develop policy recommendations for institutional reform and the appropriate use of the available knowledge base regarding electoral systems; and write a research and policy paper for such international organizations as IDEA, IFES and OSCE, which are involved in or have the capacity to provide expertise to political parties and government officials.
