2002 - 2003:
Managing police reform: Lessons learned, best practices, and remaining challenges for police democratization in Central and Eastern Europe
The goals of the project are to promote the democratization of police organizations in CEE by identifying unmet needs and best practices; propose structural changes and strategies required to achieve systematic and progressive change; develop policy recommendations for national police organizations and donors in advancing their agenda for reforms; and write a research and policy paper for the US Department of State, OSCE Office for Democratic Institutions and Human Rights, OSCE Operations Center in Vienna, Constitutional and Legal Policy Institute partners in the Macedonia police reform project, the UN Department of Peacekeeping Operations, UNDP, and the European Council regional the Council's police reform initiative currently being developed.
