2002 - 2003:
Models of governance in divided societies: The case of Georgian decentralization
The objectives of the project are to identify weaknesses of decentralized institution building in Georgia; examine the structure of power and ethnic and social cleavages; analyze informally organized interests enforced by political subcultures; devise recommendations for coherent and participatory local governance; and write a research and policy paper for the Parliament, State Chancellery, local Councils and international donor organizations.
