Mentally disabled and mental disability NGO participation in policy making process
The objectives of the project are to conduct a comparative review and analysis of provisions of foreign laws designed to strengthen the position of the individual in mental health care; review and analyze mental health care reforms aimed at bringing national legislation in conformity with international human rights standards; identify the applicability of the results to reforming Russian legislation in the field of mental health; review legislation and policies explicitly prohibiting discrimination against people with mental disabilities; study the existing barriers to the deinstitutionalization of mental health care in the context of transitional societies; prepare recommendations for the development of economically and institutionally acceptable policies and regulations on mental health care in Russia; and write a research and policy paper for relevant bodies including the regional Ministry of Health, Ministry of Social Welfare, and regional branch of the Russian Psychiatric Association.
