2004 - 2005: Electoral systems and democratic accountability in Russian regions
The objectives of the project are to study the election-related performance of regional governments in the Russian Federation; investigate the effects of various electoral systems such as proportional representation and majority rule on the accountability of the regional legislature and executive; devise recommendations on electoral procedures that are more likely to enhance the political accountability of elected representatives; and write a research and policy paper for the Regional Policy Committee of the Federation Council of the Russian Federation, and the regional assemblies of the Sakha Republic (Il Tumen) and Tatarstan.
