Establishing a joint regional office of two members of the Save
the Children Alliance to manage operations (mainly) in the Balkans. This post involved formulating long term strategy for social development in the region as well as devising and implementing emergency interventions in Albania, Bosnia, Macedonia, Kosovo and Serbia. Initiated the SE Europe Child Rights Action Network (SEECRA) with NGOs of 11 countries. Policy development included participation in the Stability Pact Working Table for Youth and liasing with the Youth Directorate of the Council of Europe and UNICEF in policy formulation for the UN General Assembly Special Session for Children (UNGASS).
1994-98 Programme Coordinator Mongolia - Save the Children Fund UK
Setting up a Save the Children office and programme aimed at mitigating the impact of transition on children and vulnerable groups. Programme development included advisory support and funding to the National Poverty Alleviation Programme; the design for the Ministry of Science and Education of a National Programme of Pre-school Strengthening; initiating social work education at the State Pedagogical University; management of the country's first British Partnership Scheme under contract to the UK Embassy; and management of an AsDB technical assistance contract for the monitoring of poverty alleviation interventions.
In 1998 received a state award from the President of Mongolia for services to education and development.

Managing the transformation of a desert region drought-related emergency intervention to a long term, self-managed and integrated rural development programme in collaboration with IUCN, UNICEF, the Swiss Development Corporation and the Aga Khan Foundation. The project has since developed into a 350-village locally-registered association supported by an umbrella organisation that brings together 40 local NGOs.
