Title of the project: "The Constitutional Court of the Republic of Macedonia: Proposals for Legislative and Administrative Reform"


PROJECT TIMETABLE
The research will start in March 1, 2003 and will last till March 1, 2004.

The legal position and competences of the Constitutional court of the Republic of Macedonia will be analyzed till June 1, 2003. In this period, the trip in Ljubljana will be also organized. The purpose of this trip is  obtaining knowledge from the Slovenian experience in the field of constitutional judiciary. Republic of Macedonia and Republic of Slovenia are both countries which were parts of the Socialist Federal Republic of Yugoslavia. After dissolution of ex-Yugoslavia, Republic of Slovenia is a country with best built institutions. Because Macedonia and Slovenia have common historical background, the experience of Slovenia can be very useful for improvement of the legal position and practice of the Constitutional courts in Macedonia and other ex-Yugoslav countries.

 The case-law of the Constitutional court of the Republic of Macedonia will be analyzed from June 1, 2003 till October 1, 2003. Interviews with the judges of the Constitutional court will be conducted in this period.

 The proposals for constitutional amendments to the provisions devoted to the Constitutional court in Macedonia will be drafted from October 1, 2003 till November 1, 2003.

 The proposals for adoption of the Law on Constitutional court in Macedonia will be drafted from November 1, 2003 till January 1, 2004.

 The brochure and research book will be published in January 2004. 

 The period from January 2004 till March 1, 2004 will be devoted to presentation of the results from the research. The book and brochure will be presented through media. The draft amendments of the Constitution of the Republic of Macedonia and the elements of the Draft-Law on Constitutional court, together with the published book will be presented on the meetings with the representatives of NGOs which work in the field of human rights protection and building of rule of law, from which I expect support in lobbying for adoption of the legal changes in the sphere of the constitutional justice. The meetings with the representatives of the Parliament, Ministry of justice and the judges of the Constitutional court, in which the results of the research will be presented, will be also organized in this period.
