1. What, in your opinion, have you and your Fellow/program/project gained from your cooperation thus far?

 

I am sure both of us have been mutually benefited from our cooperation. Personally and as the head of North Sumatra Regional Planning Board, I have gained insights to the importance of giving attention to gender issues in local governance through discussion with fellow. Fellow has also provided me with important information on perceptions and problems facing women at the grassroots level in participating in local governance. The workshop, which is part of the project, has increased local government officials knowledge on the experiences of other countries in gender mainstreaming as well as increased awareness that gender equality is crucial for the realization of good local governance. The North Sumatra Regional Planning Board has benefited much from the workshop through discussions with diverse stakeholders which produced ideas and suggestions on the most appropriate methods in planning for gender sensitive development programs. On the other hand, I have provided fellow with information on local government programs and problems we face in formulating and implementing development programs so that these programs may benefit women.

 

 

2. Do certain areas of this Fellow’s work need improvement? Which areas?

 

In order to be effective, this fellow’s work needs to be extended to include further research on developing gender indicators which is very important to evaluate and monitor the performance of local government in North Sumatra. Also, gender training for local government officials is very important and in great need since it will enhance gender sensitivity and capacity of local government in North Sumatra in gender mainstreaming which is new issue to North Sumatra’s local government apparatus.

 

 

 

 

3. In your opinion, does your Fellow’s project make a significant contribution to the field?

           

Yes. The fellow’s project has brought up the centrality of gender issues in decentralization. In my knowledge, this is one of scare research in Indonesia which attempt to link academic research with policy action research on gender and decentralization in Indonesia. It also raises awareness among stakeholders, especially local government agencies, of the importance of gender responsive policies and programs in implementing decentralization. The project has come up with relevant policy recommendations that can be used to realize successful and gender sensitive decentralization in Indonesia. 

           

4. Would the project be important to other countries in the CEE/fSU region?

           

Yes. Information of potentials and problems in achieving gender sensitive local governance in the midst of decentralization in Indonesia may serves as comparative studies for other countries in the CEE/fSU region which are also recently implementing decentralization, to implement decentralization more effectively.

 

5. Could the proposed policy research make an impact on the policy environment in specific countries or regions? (Policy makers, experts and policy research community)

           

Yes. Considering gender is a new and unexplored issue in decentralization in Indonesia, this proposed policy research will give great contribution to the academic and practical discussion on decentralization in Indonesia. The participatory approaches and techniques of the proposed policy research will effectively influenced policymakers and their commitment in implementing the recommended policies because they take part in the research and in formulating policy recommendations.    

 

           

6. Is the timetable for the project realistic?

 

Yes, the timetable for the project is realistic. Through the systematic and well-planned stages of activities, fellow has successfully achieved the stated project aims and objectives.  

 

           

7. Could the project benefit a large number of people?

           

Yes. This project will enhance local government’s capacity in gender mainstreaming which then will improve local government policies and services so that they will be gender responsive and may better serve the interests and needs of both women and men as members of community. It will also extend networking and intensive collaboration between local government, women’s organizations, community based organizations and other part of civil society.

 

 

           

 

 

 

8. Does the Fellow show evidence that he/she can think strategically about the relevant project and/or field?

           

Yes. Fellow has demonstrated both intellectual capacity in analyzing problems of engendering local governance in North Sumatra and strategic approaches to stakeholders in local governance. First, she carried out research systematically by conducting in-depth interview and focus group discussions which enable her to explore the recent and unexplored gender issues in decentralization in North Sumatra. Then, through her participatory approaches she has successfully brought together diverse stakeholders in a workshop to share experiences, identify problems and came up with action plans on engendering local governance in North Sumatra.

 

9. If the Fellow were to re-apply for continued OSI funding for follow-up work associated with the project, would you support continued funding?

 

Yes, I will enthusiastically support the continuation of this project funding since the project is in great relevance to achieving gender equity in North Sumatra. Local government in North Sumatra is lack of experience in gender mainstreaming since this is a new issue. The proposed policy recommendations need to be realized and the continuation of this project will significantly contribute to the enhancement of local government capacity in North Sumatra in formulating, implementing and evaluating gender responsive programs. 

 

 

10. Are there other appropriate funders that may support the project?

 

Yes. The project may be supported by North Sumatra local government, Women’s Empowerment Bureau, and the University of North Sumatra.
