 Advice in reviewing and creating inventory of provincial departments; analysis of rules, functions, procedures and capacities of the structures of the government; design regulatory system for the new provincial-local government relationship; advise in drafting amendments in the laws and rules.

Pparticipation in the field research project on Social Impact Assessment of forthcoming Commonwealth Games in Melbourne.

Tehsil Municipal Officer/Administrator, Nowshera, NWFP                2001- 2002

Managing and administering five Municipal Committees in the district. The job entailed budget preparation, municipal services provision, local tax collection, building control, coordinating multi-sectoral local and donor funded projects; HRM of around 800 personnel. The job responsibilities also included managing the affairs of the district assembly and providing institutional support to the devolved municipal service delivery project.

The job responsibilities included maintenance of law and order, magisterial work, identification, monitoring and financial management of development activities, revenue administration, and municipal administration, coordination with district departments, protocol duties, public complaint redressal and conflict resolution.  Assist the provincial government in the transition to devolved local government system.

6. Assistant Commissioner Dassu, Kohistan                                                    2000

The job responsibilities included maintenance of law and order, magisterial work in revenue and forest administration, identification, monitoring and financial management of development activities, revenue administration, and coordination with district departments and conflict resolution. Contribution by articulating an integrated development programme of Kohistan that was approved for implementation.

The job responsibilities included providing staff support to prepare a data base of NGOs applying for foreign funding, preparation of working papers for the meetings, following up on the decisions taken, liaison with donors, participation in proceedings leading to the holding of Local Dialogue Group seminar on decentralization.

I also monitoring the contracts made with the ADB as per contractual obligations of the government and the ADB. Coordination of the programming of ADB’s assistance and country project review meetings, processed and managed ADB board documents including payment of subscription/contribution to ADF.  Processing of nominations of delegations of delegations from the GoP for ADB funded meetings and conferences abroad; submitting periodical reports on Prime Minister’s and President’s orders.

The job responsibilities included assisting in articulating policies on foreign exchange reserves and their utilization; coordination with the State Bank of Pakistan regarding foreign exchange regulations; processing of cases of the government functionaries for allocable quota of foreign exchange.
