This page is basically devoted to problems of the post-Soviet public school system development, although not restricted to them. First stage of my research has been used for analyzing a phenomenon of a "new" corruption in public school system in Georgia as opposed to an "old" one, the later being caused by the affluence, while former being the result of a general socio-economic crisis, lack of funds and poor management. Factually whatever is being classified as corruption, results from misuse of parents'contributions that are vitally important for very functioning of school system today. The very minimum of control and regulation may efficiently take care of this problem. On the other hand there is a plenty of evidence indicating that limited state education funds are badly allocated and probably misappropriated; outdated, inefficient public school system structure strongly endowing to this process. Thus the next stage of my research is going to be devoted to these problems, with a strong emphasis on a local government organization and management, which is formally in charge of a public school system in Georgia. |
