As a rule, actual interviews do not follow the order of questions listed below. They usually start with questions on respondent's experience in the sphere of the land/agrarian reforms, current job and topics closely related to the experience and job. Though the interview structure is the same for all interviews, questions asked vary by expert groups (it is not worth asking the leading lawyer about the effectiveness of the Ministry press department, etc.)

There is the lack of the financial and human resources
There is no political will of the senior governmental officials
The reforms are not supposed to benefit rural population at large, that is why the senior state officials consciously choose not to launch such a policy, etc.
