Meelis Kitsing is a Doctoral Fellow at the National Center for
    Digital Government and a Ph.D.Candidate in Political Science

    at the University of Massachusetts Amherst
. His primary research
    interests are in the fields of comparative and international
    political economy with a focus on technology and trade issues.
    Meelis graduated with a Master of Arts in Law and
    Diplomacy from the Fletcher School at Tufts University
    and a Master of Science in Politics of the World Economy
    from the London School of Economics and Political Science.

    Meelis has taught  at Clark University, College of the Holy Cross,
    Emmanuel College, the Estonian Business School, the University
    of Connecticut and
the University of Massachusetts .
   
    He has worked as a researcher at Harvard University,
    an International Policy Fellow at the Center for Policy Studies of the
    Open Society Institute and the Central European University in Budapest,
    and a Research Associate at the Stockholm School of Economics
    in Riga.

      In the 1990s, he was elected for two consecutive terms to the
    City Council of Estonia’s capital city, Tallinn; he has also served as
    Chairman of the City Property Committee. Prior to his academic
    positions, Meelis has held positions at multinational companies.
