Crossing Borders Against Trafficking
in Women and Girls
A short description of a project by Kvinnoforum in Sweden in
partnership with The Latvian Gender Problem Centre, MONIKA, Multicultural
Women’s Association in Finland, the AIDS information and Support Centre
in Estonia, the Lithuanian NGO “Praeities Pedos” and the Danish PRO-Center
The project is funded by the European Commission's DAPHNE initiative
and the Swedish Ministry for Foreign Affairs.
Background
During 1998 Kvinnoforum conducted a research project on trafficking
in women and girls in order to find out which NGOs, networks and government
institutions worked against trafficking in women and girls in the Nordic
and Baltic States, Russia and Belarus. The focus was on preventive and
rehabilitative work and thus organisations working with prostitution prevention
and rehabilitation were also included in the research to a certain extent.
The working group looked at working methods, networks and co-operation
with other organisations, goals and identified problems. The research resulted
in a report and a resource book on organisations in the region with is
available in print version and on the Internet at http://www.qweb.kvinnoforum.se/trafficking/
Creating a Network
Based on the findings of the research project and the needs formulated
by key informants and NGOs in the Baltic States, Kvinnoforum formulated
the project "Crossing Borders against Trafficking in Women and Girls". The
project aims at building a network of NGOs in the Nordic and Baltic States
working against trafficking in women with focus on preventive and rehabilitative
work. The network is also open for other interested parties such as research
institutions, Government organisations and individuals that are currently
working in trafficking related areas or interested in incorporating the
issue in their work/research.
During April, May and September 1999 a team of representatives from
the three organisations travelled to the Baltic and Nordic States to meet
with NGOs primarily but also other Government organisations and media to
disseminate and gather information on trafficking in women and girls in
the region. The contacts and information gathered is being put into the RESOURCE
BOOK on trafficking in women and girls. The resource book contains information
on organisations working against trafficking in women, literature, articles,
best practice models etc. and is available at http://www.qweb.kvinnoforum.se/trafficking/
Training and Capacity Building against Trafficking in Women
Kvinnoforum has received additional funding from the DAPHNE initiative
to continue the work with trafficking prevention and rehabilitation. During
year 2000 the project focus on capacity building among NGOs in the Baltic
and Nordic countries. The project will enable the setting up of NATIONAL
FOCAL POINTS and initiating or reinforcing NATIONAL NETWORKS in the Baltic
and Nordic countries. The National Focal Points will further serve as a
resource and knowledge base on trafficking for NGOs and others interested,
contacts with the media, lobbying for education of police officers, migration
personnel, social workers and other professionals coming in contact with
trafficking in women. The National Focal Points will also be responsible
for disseminating information to the already established network and maintaining
contact with national NGOs and the other National Focal Points.
