Situation Analysis to include:












(a)
Review of the legal framework governing the judiciary, including regulations and decrees on courts administration, management, and judicial budgeting in Armenia












(b)
Review of the relevant legislation on public/state service in other branches of government, in terms of personnel management and budgeting issues.












(c)
Select courts of general jurisdiction as primary stakeholders












(d)
Initiate meetings and discussions with the selected courts staff [non-judicial management staff]












(e)
Gap Analysis. Assessment of current de-facto practices in the selected courts in line with the in-depth analysis of the policies and procedures (de jure).
