The Impact of Land Reform on Economic Development in Rural Kazakhstan

In 2003, Kazakhstan has introduced new Land Code, which proposed private land ownership in addition to previously established  permanent and temporary land use right. By introducing this land reform Government of Republic of Kazakhstan is intended  to establish efficient system in agricultural sector, which will contribute to growth of agricultural production, people welfare in rural area and development of the land market.

The objectives of the project are to :

• review land reform;
• determine how introduced private land ownership will contribute to economic development of rural area and benefit rural population;
• prepare the alternative policy scenario and explore these scenarios through these scenarios through economic and social analysis;
• write a research paper and develop a policy paper in land reform, which will be recommended to the Government of Kazakhstan.
